Starting today, my iPod Touch has been having problems. I now can no longer download apps anymore and I just get a message instead saying unable to download app along with apps refusing to install and pausing. Apps also take a long time to download as well. I feel like giving up at this point and I don't know what to do. What should and can I do?

Make sure you reboot or shut down your phone at least once per day. If not, it gets really messy and causes severe problems as time increases. If you did do these procedures, then consider buying a new phone. :)

I really wish I could buy a new device, but I don't have the time and money to do so. :(

I guess I will have to do that if I want the apps to install. Going to be a real pain in the neck doing it every single time though.

Rebooting or shutting down your phone helps it refresh all applications and makes everything run smoother.

    How old is it?
Apple goes obsolete often and my ipod touch lasted probably 3-4 years before succumbing to apple..

iPod Touch 5th generation. So it's a few years old.

    Ah. Mine's a second gen.
Potentially start investigating if Apple has started making 5th gens obsolete. There may be help threads explaining issues as well.

I'm not allowed to get a new device at this time.

I've done that multiple times, but it just doesn't seem to work for me.

Now I have an app stuck on the device because I can't get rid of it.

It's alright. I did try a NOOK tablet made by Barnes & Noble that was Android, but it was a piece of junk as well but that was because of old age.

Guess what? I just ran out of memory again.

It's probably glitching out because of how old it is. Explain to your parents whats going on and maybe they'll get you a new iPod, or at the very least they'll take you to the store to get it fixed. Depending on what the problems are it might be cheaper to get a new device though.

Hold power button until "Slide to power off" appears.

Then hold down the home button until you are returned to the applications screen.

This will clear your RAM on your iPod, it might fix this problem, its to do this once or twice a week, aswell as powering off the device at night, unless you use it an an alarm. but you can get cheap ones from a store
