So.
I found a bag of explosives, and then escaped an attack from a fierce penguin.
Then I comitted suicide with a fox.

I'm pretty sure the double-suicide threat is aimed towards the Creators or sponsors of the hunger games. We think that if we pretend to commit suicide, They'll take pity on us or something, So we take our chances and commit suicide, thinking they'll swoop in and take us out of the game. And that doesn't work. therefore we just die.
