Creative plots...?

Detailed description of bug: I can't really put into words what is going on, but somehow.. someone built on the road without any plots claimed? Perhaps some W/E?

The idea I have is that one plot has been reset most notably and they must've merged. As they unmerge, part of the house seems to be gone, leading to the rest of the plots being split with builds being stuck in the middle of the path.

P.S I have no idea if this is an abuse report or a bug. It's both tbh, but I decided to make this under the 'bugs' section.
